I admit it, this shocked me. I looked around the clearance section for kids in a well known store. Saw a cute little melamine three piece lunch set for a child, on sale for $15. Small plate, small bowl and drink container.
Got to checkout and the shipping charge was $9.

When shipping is 55% of the cost of the shipment? I would not pay that much, that I know.

When we consumers look at the shipping charges, we like to see them in relation to what we're paying for the item, but the cost to the company to ship is the same whether you buy a cheap item or an expensive one - payment for the workers doing the packing, payment for the box and the other materials, payment for storage, etc. Insurance would be more on an expensive item - but the other costs are probably pretty constant.
And that's the main reason I try really hard not to mail gifts. I don't really love gift cards, but I'd rather add $10 to that card for the recipient to spend than to spend it on shipping.

I wanted an item at Crate and Barrel that was $9.99 and the shipping was $4.99. At that point I got in car and went to Crate and Barrel!!

As much as I love the clothes from J.Jill, their shipping charges are crazy. It goes by cost of the item vs. weight. So a $99 dress could easily have a $13.95 shipping fee! But if you order that same dress in a JJill store, there is no shipping. Crazy. So I either order in the store or wait until they offer free shipping.
I don't have a problem paying for shipping, I do have a problem paying alot for shipping!
I'm the same way for paying to park!

I'm pretty sure it doesn't usually cost $9 to ship 3 child size pieces of plastic. That is from the store to me, not from me to someone else.
I order most things online, I'm pretty familiar with normal charges for shipping.
