The regs here are hardly unnecessary. Personally, what I think should be done at least as regards US companies setting up in China so they can pollute to their hearts content is to assess major $$ penalties on them.

We have had "freak" snows in April here in KY for several of the years that I've lived here.

The wildly swinging high and low temps, though, are getting worse every year.
