Cat is going down the stairs.  To me, it appears the pic was taken from the bottom of the stairs, aiming up at the cat coming down.

The horizontal cement lines lining up on the wall designs appear at equal height throughout; and the kitty's body is not slanted either up or down as s/he would be in going up or down a stairway.  That's why I thought no stairs.

Either way, but originally I thought it looked like it was coming down.

Also, if the picture were taken pointing downward and if the cat were travelling upwards, the steps would not be very safe. People would trip over a concrete edge on each step.

Coming down to the bottom of the staircase. Each step has a nosing which sits above each riser. To me there is no optical illusion, especially if you know how stairs are constructed.Woman Wink

Coming down the stairs.  To me it looks like the shadow cast by the light behind it would be in the right place for a cat padding down the stairs not coming up from a lit basement.

I don't see stairs at all. Just the cat walking along a surface that has divider borards (or something).
