Ok, Tech-wizards, can someone explain Twitter to me? +++

I'm just technical enough to make me dangerous. My whole family have Facebook accounts (including my 14 yo girls). One of my daughters now wants a Twitter account. Will the same security/rules I have for Facebook suffice for Twitter as well?
