I am pretty sure but maybe someone knows for sure that he was self quarantined and nobody was checking on him because he is a Doctor.

Make a rule and stick to it. Why is this so complicated?
How about because it's medically unnecessary? Even if she were to develop the virus, it's not contagious until you are showing symptoms.
I can't tell you how many comments I read on one of the news sites reporting about this woman where people were actually posting that they hope she gets Ebola. Nice.
You no without a single doubt that she does not have it? Because if she does have it what then?
The Dr. in NYC had it full blown on day 21. He is another whatta guy lying to the health-workers who were there to help him. That he had not gone out that he stayed home for 21 days. If there is no reason to worry then why did he lie? His NY metro receipts told a totally different story as we now know. But we also know he lied. And the people living in his apartment building are not happy with this.
Why are these health workers coming back to the States feeling as if they are above us and do not need to follow protocol?
That is why NY/NJ put in the quarantine because of these putzes.
First, she's had blood tests that so far have come back negative for Ebola. Second, even if she does have it, again, it is contagious only when symptoms are present and only through bodily fluids contact. Even people who lived in the same home as the man who died from Ebola in Dallas did not contract the disease.
These workers ARE following medical protocol, they are fighting against non-medical protocals put in place.

He was self-monitoring. I'm not sure if he agreed to self-quarantine.

I don't know where you are getting all your info on this Dr, but none of it makes sense. A health care worker who has seen the effects of Ebola and the consequences of not starting treatment as soon as symptoms show not seeking medical treatment. Not buying it for a minute. I also saw a number of his neighbors, from the same floor of his apartment building, who said they aren't worried and will continue to enjoy life as normal.

Oh I did not realize bowling and eating out in public, taking public transportation is apart of the protocol... that explains it.
BTW, As far as the Doctor the people who came into contact still have not reached their 21 days. It has only been a week. The point still is why did this Doctor lie about his supposed self quarantine if he was not contagious?
And Doctors have been coming out and saying that people are more susceptible to the disease then first reported. I heard that on the radio this morning that people within 3 feet whatever that means are at risk. It might be referring to if someone sneezes. Which would make sense as to how you would come into contact with a stranger.

self-monitoring does not equal self-quarantine.

Self-monitoring and self-quarantining are two different things. They are being used interchangeably, and they are two different things.

Dr. Spencer did not lie about self-quarantine. He wasn't asked to self-quarantine.
He was instructed to self MONITOR, which he did. When he spiked a temp, he did exactly as he was supposed to.
Doc Without Borders do not require that returning volunteers self quarantine. In fact, a representative from that group was on tv Sunday and was utterly confused as to why we would impose quarantines on people who have no symptoms of the disease.

I am an infectious disease specialist who returned from Liberia in August, and I put myself under a self-imposed 21-day quarantine because of my overwhelming concern for the safety of others.
This woman, a nurse, has no concept of disease control and has the typical "I know better than a doctor" attitude most nurses have. Quit giving this twit a podium to stand on. Let her go be her bad self, she's obviously too stupid to waste time on.
