Is it Lands End or LL Bean that accepts returns forever. I know someone who sends back her towels every year and gets new one.

If the retailer says it is, then it is.
By stating that 'we take back anything at any time because you aren't satisfied' they are opening the door to being taken advantage of.
I'm the kind of person to say what you mean, and mean what you say. Don't be offended when people take you at face value for it. And don't blame people who follow the policies (in this case that would be that the customer DID purchase the item at said retailer, retailer had the policy, and customer took advantage of the policy).
If a retailer wants to only accept returns of unused merchandise in original condition, or defective merchandise for so many days, that needs to be their stated policy.
And I'm not condoning serial returners. I'm talking about people who would return under 10% of their purchases after using and being 'dissatisfied'.
For an example, I purchased a Bissell steam cleaner and I bought if from Kohl's because of their return policy. I believe a purchase like that should last for years and years, when taken care of. Other places had a 30 day return policy, and I'm not into messing with the manufacturer as those warranties are a PIA. So, if that Bissell would fail in the first 5 years, you can bet I will return it to Kohl's. I have had steam cleaners in the past that lasted a decade or longer, and that is what appliances should be produced to do. If I can avoid taking the financial hit for poor quality workmanship for expensive items like this, because a retailer (or a manufacturer) will offer a warranty or return policy, I will take it.
On the other hand, I used to buy most of my dish towels at Kohl's as well. But when they wore out, I didn't take them back. I have a standard for things and how they should perform and last. I don't take advantage of a liberal return policy just to be greedy. If the towels fell apart after just a couple of washings, back they would go. If I got a couple of years use, I got what I expected.

Last Chance opened in Yorktown Mall in Lombard, IL at the end of 10/2016. I stopped in a couple of days after they opened, turned around & walked right back out because of how crowded the store was.

Oh my goodness @sgraham30 I had no idea this had moved into Yorktown! The days of me shopping at Nordstrom are behind me but the next time I drive by there I would love to stop in and just snoop . . . thanks for the heads up! ![]()

Years ago I worked at JCP when they had a huge, thriving catalog division.
They had a similiar lenient return policy.
One lady came in to return hundreds of dollars worth of thermal backed expensive curtains. No receipt. Pattern was discontinued 5 yrs. prior. She wanted her money back. She actually told us she had a huge flea problem. She used flea bombs. The curtains absorbed the odor of the bombs. Mgt. made us give her money back.
Another lady came in w/ no receipt again with a heavy set of weights. Stamped right ON them was SEARS & ROEBUCK. She swore up and down she never shopped at Sears and JCP MUST have sold her a set of Sears weights. When refused the return, she screamed for the manager who made us give her money back. He made us give her cash for a similiar size set that we actually DID sell.
I could go on and on with stories like this....
These losses/costs are paid by all consumers. Good for Nordstrom.

That's pretty awful!
I used to buy all our drapes at Penny's. The clerks in the curtain dept. seemed to encourage buying-and-returning. One time a clerk tried to convince me to buy curtains for my livingroom in all the colors I was debating and simply return the ones I didn't like. When I protested that would make for an awful lot of returns and why couldn't I simply leave a deposit and borrow a fabric swatch card, she was very adamant that buying draperies in all the colors I was considering was the way to go. I stuck to my guns and took home a swatch card. But geez... Some think nothing of returning a truckload of merchandise.

i think the return policy adjustments they have made are definitely a step in the right direction.
I used to work for Nordstrom, and I'll never forget the poor man who returned a pair of women's trousers for his wife. They still had the tag on them, and based on the info on the tag, we could tell they were over ten years old. I'm sure the fellow had no clue. We had to guess at the price based on similar items because they were purchased before Nordstrom used the bar code stickers to record transaction details. Ridiculous to return something that old.
