So your townhouse is next to theirs, and you can hear the kids' constant commotion.  I can sympathize, living in a condo myself with neighbors above and to one side.  I would check with the school district, to see if there's anything it should know or needs to know or if you should MYOB.  With any luck, the kids will end up in a school and you'll get a blessed reprieve from the noise.  It will be only during the school year, and only during school hours, but that will be so much better than now.

Funny, when we had a townhouse, we couldn't hear anything that was going on next door to us on either side, unless someone was outside.

It's not funny actually.  Buildings are constructed to different sound proofing standards.  I can hear no voices, TV, music or such from the townhouse next door, but I can hear people running up/down the stairs, which are on the other side of our common wall.  A builder once explained to me that impact sounds (footsteps, children jumping on the floor, etc.) are more difficult to insulate against than other types of sound.
