OK.
I’m asking the question no one wants to address.
I don’t see any barriers.
What would prevent someone intentionally jumping off the upper levels?

It's a very cool and interesting looking structure but there is no way I could ever get up to the top with my bad knee...let alone the first flight!

Our local mall has a plexiglass railing on the second floor. When my children were little, they would run over and look through it to see the fountains on the first floor. I would freeze right there and go into a panic. I was afraid for my children, but for the life of me could not go get them. I would just stand there frozen and tell the to come back.
If the railing is high enough and more solid than clear plexiglass,I could enjoy the view from heights.
Right now, there is no way my knees would be able to climb that many steps and I know I could never descend all those steps either.
I live in a two story house and suffer climbing my stairs many times a day to the basement and to the 2nd floor.
@Carmie Same here. My home based business is in the basement and I'm constantly going up & down!
The knees have been getting worse over the last 6 months but I've been taking anti-inflammatory supplements which seem to help a bit. Going to see my primary tomorrow for a discussion on my knee.

Some concerns are pigeons roosting and at least some of the steps will need to be cleared of ice and snow in the winter
@CatsyCline Great to know!!

Dumbest thing i think i have ever seen! I saw it profiled, no barriers other than what you see. I can’t for the life of me figure out why it was approved.

I am a New Yorker and when I saw this in the paper the other day, I got dizzy just looking at it. There is no way I would go near this thing. It is an eyesore and I also hate high places.

From the Broadway show Hamilton, the Schuyler Sisters' Song:
History is happening in Manhattan and we just
happen to be
In the greatest city in the world
In the greatest city-
In the greatest city in the world!
Manhattan may not be for everyone, but to many, including me, it really is a great place.
I think Hudson Yards is going to be a great addition to the city.
