Need cat toy idea

We volunteer with a rescue group. The cats are kept in cages and twice a day a volunteer comes in for an hour or so and plays/cleans/feeds etc. When we put little toys in the cages they eventually knock them out. We have also hung those toys that come on a stick through the top (the stick stays out of the cage) but the little ones with energy always tear off the feather or whatever else is on there. Any ideas for a hanging toy that I can make that will be a little stronger?
