@Mom2Dogs You just have to laugh!
We had another neighbor who was obsessed with the lawn. They had both a riding and push mower. She would ride and he would push getting into the smaller spaces. Some weeks they would be out there two or three times!
Once I thought that she had lost it...the temps reached over 100 (it's rare here in SE PA) and she was mowing away!

The leaves will be gone no matter what....but good neighbors are a blessing and if they ARE 98% "good'" count your blessings.
It could SO be or go the other way.
@Othereeeen They are really good people so I shouldn't complain but it just feels good to vent to strangers here. I would never say anything to them.

We have two - a lady mowing in total darkness at 8:30 PM and a man who even takes a blower to his roof. I'm not obsessed with leaves but I try to mulch a portion of the yard each day so that they are mostly gone before the snow covers the ground.

I see people doing that with the leaf blower and I think, why? I mean, that's o.k. if you have just a few, but really if you have a ton of leaves, I don't see the point. A person will spend a ton of time continually blowing them all over, day after day and then the wind just blows them all back! Why not just each day that you formerly spent all these hours blowing them all over the place, take a rake and some bags and get rid of them permanently????
DH and I have no trees that have leaves. We either have evergreen or shrubs but we get fallout from people all around us. NOBODY --- repeat --- NOBODY around here will rake their leaves. Sheesh! And I know for a fact it's not because they are older and have health issues. They are all much younger and they are always out in their yards doing all kinds of other things and most of them have teenage children or other children who could help as well.
I know when we were young kids at home, the whole family would be out in the yard, raking and bagging leaves. It's what you did. Different times, I guess!!!!
As for blowing the leaves constantly in someone else's yard, that would bug me, but I understand that you don't want to cause hard feelings.

I blow my drive a couple times a week just to get the acorns off so I don't trip up visitors...okay, those delivery people for all my packages! My yard people blow the leaves under my trees & shrubs, I'm of the thought that the birds & bugs like them and they degrade throughout the year. I have an electric blower which is loud but my neighbors within hearing range all work during the week so they're not at home to have to hear it. My neighbor across the street has some sort of battery operated blower that I can't even hear running. I've heard of noise ordinances in some neighborhoods that running blowers are not allowed or not allowed until after a certain hour in the mornings. Good luck, but not sure there's anything you can do.
