My cat is driving me crazy

He is insisting to go outside. My kids are sleeping and he keeps jumping up on their beds and meowing, so I shut the doors and now he is sitting there scratching at them. He keeps getting in the blinds, sounds like he is going to rip them down. Any ideas as to why he is being so persistent?
