@SeaMaiden -- Don't poo-poo me out of hand, okay 😀 but with your husband's upcoming retirement maybe you should take a look at 55-plus communities. I know there are at least two just south of where I think you live. You would pay more in HOA fees but you'd get amenities that he might enjoy. I know the one community has wooded trails for your dogs. The HOA would not allow homes to become junky. It might be an enjoyable outing to drive down there and look around.
Your house would be smaller but newer.

@SeaMaiden, don't ever watch a program that comes on Discovery ID called "Fear Thy Neighbor." OMG. The things people do out of sheer stupidity is amazing.

If anything, I'd say the majority of my neighbors are OCD when it comes to caring for their homes. I'm probably not liked because I won't put down poisonous weed killers so we have dandelions (I remember when the kids picked them as flowers). We only have one bad apple in the neighborhood, but even he doesn't bother me. I'd venture to say he sells drugs under the guise of a business.

Same here, @Marienkaefer2. My HOA rules with an iron fist. They give like five days to fix the problem they find.
Sometimes a HOA is a PIA, but in the long run they keep your home investment from declining.
No matter where you live, or even how expensive your home, there will always be those who are determined to or don't care about rules, like they're not made for them. In ours, even panel trucks with a name on them are not allowed.
Even paying HOA dues. The HOA embarrasses those who "owe" by publishing their names. All benefits, like laying mulch, are denied.

Those communities that have rentals, suffer a lot of problems. No investment, no pride with some people.

I live in the Seattle area also but not in a development. We do not have an HOA which I am happy about because I don't want anyone telling me what color I can paint my house, etc. All the yards are reasonably kept up, none of the houses are strange colors, no cars up on blocks, etc. I have lived here going on 30 years. Neighbors have come and gone but we have never had any problem neighbors. We have one family right now with many cars but is because they have three teenagers driving - that will pass.

Not only do neighborhoods have HOAs and COAs to set guidelines and standards but your city should have Codes & Compliance Ordinances that must be obeyed....and in our city you can submit a complaint anonymously online... But like you said @SeaMaiden do you want nice neighbors who keep their properties in shambles,or obnoxious neighbors that keep their property neat.... because it could be worse

Everyone should:
Go the website of their own township, city or municipality and bookmark the page.
Familiarize yourself with ordinances, regulations and any and all fees associated with them.
Know your rights as a homeowner (whether in an HOA or not).
If you are in an HOA, read their stated purpose; what they can and can not do based on your payments.
Go to any meetings and be on a first name basis with the people who run your association.
Where I live much of the HOA fees include snow removal, trash removal, grounds maintenance, taxes, water and sewage and homeowner events. HOA fees go up periodically where I live and can sometimes cost as much as a mortgage payment. It is in your best interest to know the head of your association and all other parties involved in implementing the policies.

@tansy Good Morning Tansy! Yes, thank-you. I am considering exactly what you wrote! I am keeping tabs of the 50 plus communities in the area and will over the next 5 years...( a couple are in Mt. Vernon area) smaller yard... ranch style home with NO STAIRS.... My dream bathroom and a nice kitchen.... and most of the HOAs do all the yard work! I have a 5 year or so plan to prepare and make decisions....
I will purchase the new home outright and then move out and empty out our present home.. do some repairs and fix up and sell it empty with no time frame or pressure with having to do anything. I will not sell my home living in it as I do not want to be bothered by people coming out and having dogs and birds etc... just easier to sell a home with no one in it.

@febe1 yes... rentals are part of the problem I believe in the community I live in.
