Perhaps your neighbor is fixing and cleaning up their home because they are planning on moving soon.
An investment of $100k to fix up a house in a 400k- 500k neighborhood would turn a good profit. No one would buy a home in as bad a condition as you stated.

@SeaMaidenIf you have an HOA that, for 24 years, never inspected your community and sent out violation notices-time for a new HOA. Surely there is also a resident board of directors, too.

Never understood people who let their homes fall down around them.

For your sake, I hope that your other neighbor gets in gear and improves their situation as well. Of course it will affect your ability to sell your home at a price-point you'd like to realize. Here's wishing you all the best, when that time arrives.
We now live in a new city to be close to our DD, GD and SIL and I can honestly say that except for a few exclusive neighborhoods, most neighborhoods are simply awful: many, many people don't give a fig about maintaining their yard, garage or home. I'd guess that a good 60% of homes in this city look like garbage and it's disgusting.
After having rented for just over a year to get a feel for this area, we decided on a townhouse in a "controlled" community of 92 townhouses. Nothing here will ever look like it does "out there."

@SeaMaiden I feel for you because we have lived with almost the same situation as you. We have lived in our home for 36 yrs. We have neighbors on each side just like you. I so hate living in between 2 garbage dumps. We have complained to no end with not much help. The City here has codes but will only do so much. You cannot have refrigerators, sofas, non-working vehicles etc on the property.
One neighbor has OCD + he's a hoarder. They have cleaned out their house & garage several times since we have lived here. I never so many pickups & so many loads of garbage in my life. They were doing this non-stop for a week. I have seen the inside of their house & it had just enough room to walk thru a path thru the house. It was nasty disgusting. Never seen anything like it in my life. Don't understand why someone would want to live in such filth. The guys wife is just about as bad as he is. They don't have jobs & live off the system + the inheritance left by daddy which included the house. Can't wait for the inheritance to run out so hopefully they will have to sell & move when they need the money. They drive krappy cars & every time you turn around they have a different one because they wrecked the one they were driving. Must be nice to get free cars & free everything else. Right now his back yard is getting piled up with garbage again & I will have to report them again. Their house is brick but does have some rough cedar at the top & fireplace. When they guy came out to repair it after we complained to the dad he said the fireplace was full of rats. The moron painted the siding part red/black. It looks like a Gothic house. I guess it's better then the bright fluorescent green he wanted to use. Their garage door was falling off. When the City came out about the other neighbor she say his garage door & wrote him up so he had to replace it. 1st he had to get the funds approved from his inheritance then the Garage door company told them they had to clean out the garage before they would replace it. His garage was full of garage wall to wall & floor to ceiling. Now if they would just do something for those poor dogs he has that they pay no attention to. They have never seen a vet, had a bath etc.
The neighbor on the other side has so many huge trees in his yard that is not big enough for them. He also has all kinds of vegetation like some kind of jungle. He never cleans up the place. Had a storm the other day & a huge limb fell out the tree was on the roof in front of his front door. DH saw him come outside & throw it in his front yard & that's right where it will stay. He is so lazy. We had to pay $500 to have limbs removed to keep them from falling thru our roof in case we have an ice storm. I cannot wait for some of them to fall thru his roof. Maybe then he will get a wake up call. All he wants to do is sit on his rear or go fishing. He's a 66 yr old grumpy old lazy fart. DH heard the neighbors on the other side of him ask him who took care of all the tree debris hanging all over their fence. He told him he usually did. Those people just bought that house & they will soon find out he will not be the one trimming them so if they want it done they better get after it. All the droppings from his trees are growing more trees in is yard. He does not care because he said by the time it does damage he won't be around. Seriously!!! He also said he was going to sell his house but I won't hold my breath.
I have told them both what disgusting nasty pigs they are & don't have a problem doing it. I know it's nice but I have had with them.
Ivy growing all over this tree. I think it's dying since we paid to have limbs removed. LOL!!! I hope it is because he told the guy cutting down limbs not to kill it.
This is krap growing under the tree with ivy. All the leaves that fall in the winter are now piled up over 1' deep. He has all thin in his front & back yard so he does not have much too mow since he's so lazy.
This krap growing in the front yard planted at the curb. You can see how it's spread out in the street. Only place on the street with this.
Neighbor with OCD back porch. He thinks it's a gabage can. It sure looks like one.

I'm a little confused about how the valuation for the half million dollar homes in the area was achieved-
200.00 a year for a HOA fee is very minimal-I'd be curious to know what they are required to accomplish for that amount of money-

RE: neighbor's tree limbs overhanging and jeopardizing your property
Mail him a letter clearly defining the risk to your property. Notate on the bottom of the letter that you are sending a CC (Carbon Copy) to your insurance agent, and do so. If you can find out who the neighbor's agent is (if he even has one), mail him a copy, too.

those pictures of the ivy growing up the tree look like the trees in one neighbor's yards ...fortunately the tree is leaning over HIS house, not mine.) he has never trimmed or cared for any trees in the 24 years I have lived here.
I have cut down at total of10 alders and maples combined over the last 24 years....general up keep also with trimming and such. . I spent just last summer $1500 to have all my tall fir trees that surround my home wind sailed( branches thinned out) so they will be safer in storms. It is what you must do as a neighbor and as a homeowner.....upkeep of your yard.
Those pictures I could have taken.... the junk and piles of garbage... I hope your neighbors either move or the city takes their home away. Sorry you have the same issues I have.... I also worry about rats when people live in such filth. It is disgusting!

@silentgirl The housing market in Seattle Area is boom town....so the average home price is $400,000 pretty much and much more. Our home division is large. They have a ton of rules about home color, anything you change must be approved, no boats or such out front. And more..and supposedly they fine those that do not conform to the rules. I know it just takes a lot of legalities to actually fine someone or get to point of taking away their home if they do not abid by the rules. It can take years.....
