My Cat's New Tower

My cat is 13 & she's had the new tower about 4 days, I placed it right by the window so she could look at the birds but you know how stubborn & picky cats can be. She won't go near it. I tried putting a couple of her favorite balls on it. She doesn't go for catnip so that won't work. How long do you think I should wait before I return it?
