Most public school districts where I live have “open enrollment”....they set a date in the late summer, and if the district has openings, they accept applications from students in other districts.  They want those “per pupil” dollars from the state that follow the student to whichever school they are enrolled in....so if they can squeeze them in, they will.

I don’t  know if those open slots are filled by the date of the applications, a lottery, or some other method.
