Why blame Miss Lebanon? She does not make the laws in her country.
It looks to me as though Miss Israel turned the trio of ladies into a quartet.

She didn't make the no-photo" rule, her country did. She has to abide by it.

Then maybe she should have thought twice before competing at the Miss Universe level. She knew there could be a photo or cameras catching them together in the same frame.This is called the Miss Universe Pageant not Miss Lebanon.
Maybe Lebanon should not enter a contestant from their country in the competition if they do not allow such photos.

Why didn't Miss Lebanon walk away when Miss Israel took out her cell phone/camera and point it in their direction? It does take a little bit of time to get the camera/cell phone focused. She could have excused herself and left before the photo was taken.

Both women should have been very aware of the sensitivity of the situation based on their countries being at war with each other and avoided any sense of controversy. Their Handlers/chaperones should have diplomatically kept them apart. There are plenty of other contestants they can pal around with.
I can't believe Miss Israel was so naive as to not know the trouble she would be causing by her insistence that a photo be taken. If Miss Lebanon refused more than once, she should have gotten the message and given up.
