If this facility has animals locked in confined areas and allow the public to come and observe them, it's a zoo.

Nothing like blaming the victim, disgusting and appalling. I hope they learn exactly what happened to prevent something like this from ever occurring again.

@occasionalrain  Thank you for responding.  I would contiue our line of discussion but it seems when I do my posts are removed for "arguing" so we'll just agree to disagree.
