Letting pets potty in othwer people's yards

We got back to our home in Florida from our 4 month vacation a couple days ago. I have a bad cold and haven't been out much but DH has been doing a lot of unpacking and putting things away in the garage. We noticed the grass is dead in huge spots all around our house and some others - and there are new signs up saying you must curb pets and clean up after them. The lawn guy was telling DH that several of the new residents have dogs and - since almost no one is here to complain - they are walking them on their neighbors lawns. The urine is what is killing the grass. Since the lawn maintainence company is responsible for the replacement of the grass they are trying to educate the new residents that they can not walk their pets on the lawns, and must curb them and use the dog walk area. If you own a dog , and don't want to follow the rules why would you buy a home in a community where there is an HOA -and why would anyone think it is ok to walk their dog in someones else's yard? Yesterday, we went out for breakfast and when we were coming home saw a lady with 2 Labs allowing them to lift their leg on our neighbors palm tree. We decided that our first meeting with a new neighbor should probably not be confrontational so we said nothing, but DH did see the lawn maintenance man speak to her later. What are people thinking?
