Latest on my ebay issue

I tried again today to get this seller to answer me..I was supposed to get my shipment today it never arrived nor did FedEx have any tracking history

Paypal contacted me and I told them, I was unable to make contact once again, with this seller..They gave me a full refund including shipping..I think this guy is a scammer

Should I give him a negative rating and say why ,or just forget it?....I am torn, I would like to forget the whole thing on one hand, but feel others should be warned, but I did get a full refund
