I received the 50% off email plus several of the 60% off emails. Today (11-29-23) I received 70% off email that says it's final hours of Cyber Monday sale.

The one I got said "up to 70% off".  

It seems like whenever I want something in an "up to" discount, my items are not at the full percentage off.

Mine probably said that too. Already deleted it. I did receive another this morning with Up to 70% off. I also received one for a flash sale for 50% off All pants. At the bottom of this email is says save up to 80% off on sale & celarance.
