This is inappropriate behavior. All the men I know would feel the same. Tell the child's parents.

I would talk to her mother and tell her what  you have observed.  I wouldn't drag  child protection into this. It might be totally innocent

@fortune - If you have been "interested" enough to witness this on more than one occasion then you are involved.  You have three choices

1. Contact the police non-emergency # and ask for advice/options.

2. Talk to the girl's parents and let them follow-up with the inappropriate male....might be problems that arise from that.

3.  Best option is to contact your local/county child services.  It is anonymous and they will do a preliminary visit, assessment,etc. That is their job.  This is highly inappropriate behavior. I was a mental health professional for 20+ years...

I know there are parents who kiss their own children on the lips (and into adulthood as a greeting) -- which I vehemently disagree with -- but for the father to kiss another person's child on the lips would definitely be a red flag. It is wrong.

 

I would feel obligated to tell the neighbor's parents about what you saw. God forbid if the situation is not innocent.

He has no business kissing his daughter's friend on her lips.  Dare I even say, that it 'turns me off' to see grown men kiss their moms on the lips. I know, it's normal in many families, but it still bothers me, right or wrong, to see it.  Especially if the son is, say, around thirty and the mom is, say, around 50.   Go figure........(about the way I think/feel).

'More or less', 'Right or wrong', 'In general', and 'Just thinking out loud ' (as usual).

I come from a family where no one was kissed on the lips...don't know why but  cheek kissing only. 

 

However, if you know these people and it seems like you must then talk to the Mom.  I am not convinced that she will love you for it but you can voice your concerns and see what she says before getting the authorities involved.

I had an aunt and uncle that kissed everyone on the lips. No one thought anything about it. It was just a quick peck
