I don't think I'd get too concerned unless the delay is more than a few days. We just had all those Black Friday and Cyber Monday sales so I imagine all delivery services are swamped and will be until Christmas. And they might have had some sort of problem on their end in your area.
If you're concerned, you can contact UPS customer service a couple of different ways from their website. Maybe your could get through better that way.

Earlier this week I got the UPS message "Due to operating conditions your package may be delayed and rescheduled". But what was strange was the package was at my local distribution place - just a few miles from my home. I have never gotten that message before and thought it must be something about the local center that was messed up as the item was so closely located to me.
It was delivered the next day so it was OK. We had no weather problems or anything else that should have accounted for a package not being able to make it a few miles to me. I thought it just might be the volume of deliveries UPS has to make this time of the year. Maybe they are calling extreme volune "operating condition" problems??

I just got a E Mail from UPS saying a package from Macy's would be delayed for the same reason they gave you.

I know the UPS site says they are still experiencing delays in the Gatlinbug area, but not sure of any other issues. I had a "delay" notice on a recent Q purchases via UPS. But tracking said that it had not arrived at the UPS location yet. However, it is not back on track and only delayed by one day.
Recently received a UPS shipment on a SATURDAY. My UPS guy said they were now working 6 days a week. (I'm in the metro DC area.)

NO! Quite the opposite. I purchased a few sterling necklaces for gifts on Tuesday and received them on Thursday!! TWO days, wow, I was impressed with the Q!

I got that message from Amazon today in fact. It should have been here 3 days ago.
I-80 in Wyoming has closed twice already this winter so who knows why everything is delayed. If you watch interstate pile ups on you tube there's almost always UPS and Fedex trucks involved.

In SW PA, haven't notice any issues yet. I did have an issue with a package I was tracking thru USPS a couple of weeks ago. The tracking data had an odd message about the package was undeliverable, contact the US Postal Service. When I called our local post office I got an apology and was told our mail person had it in her truck but "forgot" to deliver it.
No big deal, it came the following day. But its just an example of "the standardized answers" they send. I am sure UPS and FedEx have a standardized list of answers. So one never knows what the true issues for the delays are.

I'm beginning to think that the problem is at my particular distribution site. I'm getting the same delay message about packages from two different companies. If this goes on til Monday, I'm going over there. It's a short drive.
