When I lived in Delaware and would drive back to NY, I was shocked at the amount of northbound traffic on the Tappan Zee (Mario Cuomo) bridge between 3:30p and 4:30p.  

 

When I worked in a real job, you could zip across the TZ anytime before 5:15p except Fridays in the summer.  Then you had "shore" traffic.

3:00 is never a good time. Many start work around 6AM plus kids getting out of school.

Here in the Bay Area, the evening commute starts at 2:30 or seems like it anyway.

Where I live and at my age, I find it best to be back home from all errands and appointments by 1:50 or else traffic starts and everyone is in a rush.

Clearly I'm out of touch.  I have never worked and I live in a small town of 3,000. My friends and I and Mom and I used to drive to the city to shop all the time but that was when Tyler was not as large and busy as it is now and since those days my husband has been at the wheel.  I feel like upping the Walmart delivery people's tip and and even more thankful for Amazon and Sephora online.  I've had a couple close calls these last 3 weeks but today's traffic close call would have been a bad one.  I think the Loop in Tyler needs another loop.

I have noticed that in many areas traffic really increases a lot around 3pm too!

Around here, drivers (mostly moms) are in a mad rush to pick up the kids, beginning at around 3pm, 3:15pm.  

 

And then the after-school programs again from about 5pm-6pm.

I think you're right!!  Years ago, while I was still working, I too noticed that 3:00 was not a time to hit the road.  The other traffic horrible time, was 10:00, by then all the shoppers hit the road.  3:00 and 10:00 worst time yet.
