Was there a recent drought?...like maybe in the past few years or so? Then after the drought goes away and the mild weather comes along...that can cause insect overpopulations. I've seen that happen here in Colorado on a few occasions with the grasshoppers and with some sort of beetle...both lay eggs in the ground.

We've been in a drought situation here for about 20 years but we have met or exceeded our average yearly precipitation (4 inches) already this year but it's going to take more than that to end the drought.  Lake Mead's been down about 100 feet for quite a few years, but it's come back up just enough that we haven't been put under stricter water regulations.
