i own a car in two states.....i always found it interesting that in california the license plate stays with the car if you sell it, but in maryland the tags either have to be turned in OR transferred to another car.

No, in California, you have to put in a special request to keep your same plates when you sell a car.. an example would be if you have personalized plates, otherwise the plates DO stay with the car.. I sell cars for a living (in California)...
it is not legal to take the old plates off your old car which you are selling, and put them on your new car...
So anyone can go to the auto dealer, buy a car off the lot with the plates already in place and drive right off without having to go to the registry?
I've seen this happen in movies but thought it was just in the script!
What happens if someone has traffic or speeding tickets still outstanding?

In Maryland we had front & rear. In Delaware we have only rear.
