Icing Question please

I just made the icing out of powdered sugar and water.........mixed it up and added Kroger Pure Lemon Extract.....I can't really smell the lemon? Anyway it took half of the bottle and I still have very little lemon scent and flavor....I should have used lemon juice I guess........what did I do wrong? Thank you.
