Actually, this is a question about terminology.
Would it be fair to say that every child that has an IEP has a "disability"? The term in question is DISABILITY. I think the word is rather strong in terms of children and IEPs.
In 7th grade our school educates each kid with an IEP about their "disability" in order to transition them onto the IEP team. Using this broad brush stroke even kids that have speech therapy would have a "disability."
