The "full profile" includes a lot of information (such as court records) and there is always a charge for that.

 

You should be able to see a phone number without clicking on "full profile".

I usually find the info with a google

search or maybe whitepages dot com.

But I'm pretty sure cell phone numbers

and non published numbers aren't 

supposed to be available.
