It could've been a mis-dial, or she was just working off a list off numbers that were randomly generated by a computer program.

They recycle phone numbers.  When my DH and I had a landline a number of years ago, we kept getting endless telephone calls for the same person who never paid his bills.  LOL  Drove us nuts.

I only answer calls that have a name attached to it from my contacts list.  Local area code and "Texas" means nothing to me.  If no name no hello.  If it is a bogus voice mail then I block the number, if it is a legitimate message I need from someone I will call them back and give them a place on my contact list.
