I am just curious about a certain manner of dressing

A new neighbor wears a little black hat with black top and pants constantly. I heard she goes to her place of worship every day. I am very curious about this uniform style of clothing. I have researched but getting nowhere. Any ideas? Please don't tell me it's none of my business. I know that. I'm just interested.
