I think many are just under the impression th ehwole thing is alive.  Kids often think rules are not for them, because they are too smart, too strong, too young to have anything happen to them    Also, just a lack of reading, research and guidance with a dash of narcissism. And a chunk of stupid

why don't people realize if they are tested they should self quarantine till they get the results

On the news vets are taking precautions  One staff member had to dress in full gear while examining  dog from person waiting for results  virus could be in pet's fur
