I Don't Understand

I received a reverse 911 call from state police last night. We live close to the state women's prison, and they had two escapees. One of the women had escaped before and she was in the minimum security area of the prison. If she had escaped before why was she not in maximum security. I guess I am dumb, but I don't understand that. They are still on the loose, most likely had assistance on the outside waiting in a car.
