I Can't Get Through!

I can't get through! I have tried using both landline phones and my cell phone! I can't get through! I live in Northern Virginia, so It's not like I'm calling from the moon! This is so frustrating! My daughter says it is my late husband keeping me from buying more ummmm stuff I don't need. Is there a magic way to get through? I'm so frustrated!
