If you get them on your cell phone, block the number.  They'll call from another number and block that.  Repeat. Repeat.  Pretty soon they'll cut way back.  

 

Are you registered on donotcall dot gov?  If not, do that too.

Call after annoying call. Today I had one that showed on caller ID as coming from Egypt. Yes, that seems reasonable....not.
