in the newspapers yet when you want to review an old obit it's not possible without paying for it?
Newspapers have archives. If you know the paper and know the date I don't see why it can't be viewed.

Who pays for maintaining the archives? I don't even know what costs are involved, but you can be sure there are costs someone has to pay.
