Well, living in Hawaii I'd have to say anything below 70 and I'm FREEZING!

It's all relative but 40 degrees isn't really winter weather here. It's not what I call cold. I hate the cold but cold for me is when the temps dip into the 20's and below. That's when I dress like I'm in the Arctic. My body doesn't react well to cold anymore.

When it hits the 60s I am too cold. I hate being cold. I hate the dark. And they both seem to go together.

Too cold is when the temp or wind chills start hitting 10-15 below. If it's sunny and there is no wind, even below zero temps can be tolerable to a point.
Where I live, public school policy (K-12) for this year provides that schools will not close unless the forecast temp for 6am is colder than 25 below zero, or the wind chill is colder than 35 below zero.
When it's 25-30 degrees here in the winter, folks will have on lighter jackets and revel in the warm temps. It is not unusual for the swing between our summer and winter temps to be in the area of 120 degrees.

I turn the space heater on in my bathroom...........if it isn't at least 85° in there, I can't get in the shower.............

After living through Wisconsin winters for several years, I don't even bother with a coat until it's below freezing. So, I guess that's my limit.

in our midwest city, cold depends on many variable's. temperature/wet or dry temp/direction of the wind, and the "ever famous, wind chill factor.
10° is fine for me with no wind. throw in a north wind? different story. if i am dressed properly, not caught off guard, even a -10° does not bother me. only thing i can never keep warm are my hands, so need heat paks or very warm wind proof mittens.

I'm ok down to about 20 degrees...unless it's windy.

I agree with the OP – anything below 40 bothers me – but especially if it drops below freezing. I walk outside every day and no matter how much I bundle up the cold gets to me after a while. It really puts a crimp in my outdoor/walking time.

It's too cold for me when I have to switch back to long pants, socks and shoes instead of shorts and flip-flops!
