About 40 years ago, when I lived in an apartment buildling with a community laundry room, I had two episodes of the hives (welts and itching) described by the OP, resulting in doctor visits and heavy medication..........someone had left a fabric softener sheet in the washer or dryer and I hadn't noticed.
I remember waking up after passing out on my bed and being sought frantically by a friend whom I was supposed to meet up with that night, because of the heavy dose of prescription-strength Benadryl that a dermatologist had given me.
My DIL (a wonderful lady) uses fabric softener on sheets and towels, and I had bad all-over-body itching episode for days after a visit. I didn't like the way the towels felt, either---sort of slippery , very heavy in weight, and not very water-absorbent.
Things haven't changed much with fabric softeners in many decades, apparently.
Ever since then, I have regarded fabric softeners (including Downy) as the devil incarnate.
