I agree with disputing the charge with your credit card company. For the suitcase and the $65 shipping.

I had a problem with a bath and body gift set I ordered from Belk arriving poorly packaged and broken. I went online to CS and complained. They sent me a full refund, took the item off their website, and gave me a  $25 gift card as well. No way was I sending back a box of broken glass. I sent pics of the condition of the pkg to them. I hope OP took pics to document the used condition of her order. I think how good any CS is depends upon who answers the phone, email, etc. sorry you have had to deal with this. They owe you a refund and should tell you to just discard the suitcase....and they should send you a new one. That's what you do if you want to keep a customer. Send photos of the suitcase and the return slip that was in it...they should not require it be returned.

Ordered two shirts for DH last week from Belk. Today I saw they were on sale for $10 each less than I paid. I contacted customer service via live chat and requested a price adjustment of $20 -( $10 for each shirt). The agent said certainly and I received email confirmation this afternoon.

Even though Belk is a long drive for me, I much prefer it to Macys...they really don't seem to have anyone working there who knows anything about how to help customers or know anything about what they sell. 
Online shopping and shipping orders should be really easy now since it is commonplace. Ordered a shirt for DH from Belk and it arrived this morning, wadded up in a thin plastic bag and stuffed in the mailbox. I can tell it was never folded. It is a sun-protective spf fabric that I can't iron. It is nothing but a mass of wrinkles. I put it in the dryer with a damp hand towel and that usually helps...but not this time. I don't know what to do. They only carry the shirt online. I have found most clothing items are now shipped the same way. Be prepared to iron whatever you order.
