Help With Dental Issue

I have an 11 year old Shetland Sheepdog, Brandy. She has always had issues with her teeth even when younger. Brandy would never eat those doggie snacks, milkbones, or a chew bone that would help with her teeth. I brush her teeth a lot. Now she is on special dog food, renal diet, and I really think this food is even worse for her teeth. I tried that stuff you put in the bowl of water, really didn't work. I do mix her food with some dry but many times she eats around it or picks it out. Was hoping for some recommendations. I'd even try a chew type thing again, but not greenies, heard bad things about greenies.
