Are there still eight states not mandating a stay-at-home policy?
Someone asked why would the governor of Georgia do this. I wish I could answer that and still remain posting here.

Not GA. Their alleged leader just found out thing thing was contagious So it mi24 hrs. ago.
So it might not be a bad idea to have a national plan instead of these state by state, town by town, decisions. We need to get on the same page.

Wow what a (non)governor!
And to think today I just read this on Yahoo news:
"Kim Prather, a leading atmospheric chemist at the Scripps Institution of Oceanography, wants to yell out her window at every surfer, runner, and biker she spots along the San Diego coast.
“I wouldn't go in the water if you paid me $1 million right now,” she said.
The beach, in her estimation, is one of the most dangerous places to be these days, as the novel coronavirus marches silently across California.
Many beachgoers know they can suffer skin rashes, stomach illness and serious ear and respiratory infections if they go into the water within three days of a heavy rain, because of bacteria and pathogens washing off roads and into the ocean. Raw or poorly treated sewage entering the ocean also poses major health risks.
Prather fears that SARS-CoV-2, the virus that causes COVID-19, could enter coastal waters in similar ways and transfer back into the air along the coast.
In her research, Prather has found that the ocean churns up all kinds of particulate and microscopic pathogens, and every time the ocean sneezes with a big wave or two, it sprays these particles into the air. She believes that this new coronavirus is light enough to float through the air much farther than we think. The six-feet physical distancing rule, she said, doesn't apply at the beach, where coastal winds can get quite strong and send viral particles soaring.
“It's not going to kill you if you miss a few surfing sessions, but it could if you go out there and get in the wrong air," she said".

There are several governors who delayed announcements. The excuse that they don't understand seems bogus. Making constituents and business owners happy sounds more reasonable. My governor is included in this limping antelope list.

I feel badly for the localities that can't limit access. The mayor does say that Tybee will not have beach access and parking lots will be closed. We'll see if Kemp is going to provide life guards.
Mayor's Statement on Beaches Reopening
As the Pentagon ordered 100,000 body bags to store the corpses of Americans killed by the Coronavirus, Governor Brian Kemp dictated that Georgia beaches must reopen, and declared any decision makers who refused to follow these orders would face prison and/or fines.
While the beaches have to reopen under the Governor’s order, Tybee will not have beach access and parking lots will remain closed until further notice. It should also be noted that Tybee currently is not properly staffed with Emergency Medical Services and there are no life guards in place. At no time has the state designated a single point of contact to orchestrate the implementation of the Governor’s plan.
Additionally in spite of the serious health situation facing our community and the world, Governor Kemp has rescinded all restrictions put in place by local municipalities since March 1st.
Tybee City Council and I are devastated by the sudden directives and do not support his decisions. The health of our residents, staff and visitors are being put at risk and we will pursue legal avenues to overturn his reckless mandate.
