Certainly to lure the reader, these type head lines have always been. If I buy into it and go to the article, I will  read it or not depending on my interest. 

 

I remember being told in English class the first paragraph of an article, essay or story is important in that it sets the scene of interest.  When I write I always keep that in mind.

 

As a newspaper reader, I see headlines often which try to pull you in, it doesn't bother me as it has been a part of journalism for a long time. For me it isn't an issue.
