My very elderly Mother has lost so much hair on her head due to many health tests, treatments and aging. She has started wearing baseball caps when she goes out to shop or eat and she's very embarrassed. She's tried everything to restore her hair to no avail. Can anyone suggest something for a head covering besides a baseball cap?

A wide brim hat would be just as easy to put on but looks more stylish.
Other than that - wigs or scarves.

scarves can be very attractive if tied in a fashionable style. I sympathise with her. Would she consider a wig that looks like her own hair style and color?

Try Headcovers.com. They have some cute styles made for people with hair loss. I have a hat from them that I get compliments on every time I go out.
