Here in West Texas they only clear the state highways. The city residential streets are left to melt on their own. The mountain village in New Mexico that we frequent uses all hands on deck. Every city dump truck is equipped with a plow blade. All of the road maintenance machines with blades run. City pickup trucks are used with blades mounted on front. There are many other types of vehicles operating in addition to the snow plows. The snow removal process begins quickly as soon as snow accumulation over a certain depth happens. That is what I meant by not many snow plows.
I realize that there are snow capped mountains in Hawaii, but clearing snow after a drifting blizzard is a monumental task. I just hope everyone impacted is riding out the storm well.
