YES!  I had ordered an iPod Touch for my husband several years ago.  At the time, it was an item that cost over $300.  When the USPS delivered it, it looked like it had been tampered with.

 

I opened it and the only thing in the package was the receipt.  You could see the imprint of the iPod case on the receipt, so it had been in the box at some point.

"I've been here since October 2006. Wow!"

1st class mail is not subject to inspection- only media mail is. That's not to say a Postal Inspector couldn't open it but highly unlikely & it would clearly marked if that were the case. 

 

Whole situation is strange. It looks like a bubbler envelope- they're plastic lined & usually don't tear easily. Even if something heavy was on top of it doesn't seem like a bottle of perfume would just fall out the bottom. I'd question whether it was even in there at all.

 A few years back our post office caught some "insiders" opening packages and resealing them.  They were taking out  the items.  I reported it to QVC... I  got a full refund.  They took the loss.  And the post office arrested the culprits.  It was some sort of jewelry as a recall, not a big packageand not overly expensive.
