Have visited the Queen Mary Ship several times -- and loved it. All the history and most exhibits are described/explained well. Strongly suggest you call and discuss the mobility issues with them in advance. Know there is an elevator, but can't remember if there are stairs to get to the elevator. Perhaps bring the wheelchairs with you in your car and have someone help you--Then Store the wheel chairs once you actually get on the ship. Suggest you do a lot of reading about the Queen Mary before your trip (that could be fun for all of you together). Be warned that there a lot of crowds (sometimes with rude & pushy people). And it is a jaunt from the parking lot to the ship. See if you can get tickets on-line Before going so you can avoid that line. Know if you do some detailed pre-planning, you and your relatives will experience a memorable excursion. All the best to you and your family.

The vessel is huge! My husband and I stayed one night at their on-board hotel and took a tour. I was astonished by the vastness of the Queen Mary. I would not recommend taking your mom and her sister on a tour.

@Tinkrbl44...I'll have to study up on it. They definitely can't be doing stairs...and walkers make stairs even worse. Thanks for your input.

@Yardlie, while they could probably see and enjoy parts of the ship, some areas do require the use of stairs, and many of the doorways and deck passages feature stepping "over" a threshold - not great for wheelchair wheels.
I would imagine that areas to, from & around the restaurants and shops are wheelchair-accessible, but perhaps not all that "friendly." And yes, it's a long, hot walk from the parking lot to the ship.
It's been a long time since I've been - way before the Americans with Disabilities Act - but I don't think it would be really disabled-"friendly", i.e. a comfortable time.
I would suggest afternoon tea (make a reservation) or Sunday brunch. Their Sunday brunch is a fabulous, decadent, amazing experience and everyone who has the opportunity should do it once. Everything you can imagine, done well and generously in incredible surroundings - the former Art Deco Grand Salon. Traveler magazine found it the #1 hotel brunch in the *world!*
Brunch is expensive (and worth every penny) and reservations super-necessary - don't just show up without. But I think a lovely memory, if all enjoy dining well. Look up "Queen Mary Sunday Champagne Brunch" on Yelp. Many photos. Unlimited (yes, really) decent/good champagne ;-)
ETA that I lived in Long Beach when The Queen arrived. It was quite the spectacle - sailing past our house on the open sea, followed by a huge flotilla of welcoming private 'escort' boats tooting and saluting, fireboats spraying, etc. A very special memory.

I would not advise a tour, however, just seeing that majestic Ship is a great sight. I celebrated my 21st birthday aboard. I sailed to England to be with my "new" husband stationed in Manston with the U.S. Airforce. After all these years that truly was a highlight of my life. Visiting it docked was enjoyable but kind of a "bitter sweet" experience as the Ship was resplendent on the ocean.
