The Pope was honored for his contribution to the fall of communism, and his work to free those behind the Iron Curtain
It was a huge achievement ,and he worked in tandem with the US, and Europe in this matter. His religon didn't come into to it

You can't separate the Pope from his religion.

You can't separate anyone from their religion, and he is no different. He is the head of a country

Separation of Church and State
It still exists. I believe this first ever honor is to recognize the man who served as spritual (not religious) advisor to every president since Truman to the present. He was respected and admired by people of all faiths and spoke out against segregation in the early days of the Civil Rights Movement. It's to honor a great American.

There is a very good article you can read online on Billy Graham. It is titled........ Billy Graham, the Last Non-Partisan Evangelical.... at the New York Times....written by Jonathan Merritt.

When the Pope is mentioned, most associate him with Catholicism, many don't even know he's the leader of a country. I don't associate my neighbors with their religious affiliation or even know what that might be. I know Churchill was Church of England but he's not the head of it or even a Bishop.
No matter what Rev. Graham did or whom he advised, he is associated with a specific religion.
We fought a war to separate government from religion, all religion.

He is still a head of state, and as such is entitled to be honored. If people don't know it ,they can learn
Rev Graham has been a respected member of this country for his entire life. Just because you don't like it, doesn't make it wrong

Just because you like it, doesn't make it right. However, I have the Constitution on my side.

Half-Staff Honorees
Presidents often order that American flags be lowered for the deaths of American leaders, but the list of foreign dignitaries whose deaths have been honored is relatively short. They include:

“The President, by comparison, is authorized to half-staff the US flag by proclamation upon the death of principal figures of the US Government and the governor of a state, territory, or possession, as well as in the event of the death of other officials or foreign dignitaries.”
