HSN Charge Card - What Is A "Returned Payment" Fee?

I ordered a several things the other day on HSN (which I haven't done in a long time), and noticed they were all free shipping and handling if you used their charge card.

I signed up that day and received it today.

But what this bit about a returned payment fee? I've never seen that term before.

Whatever it is, it's $29.00.
