In the small area I come from a 25 year old man was caught taking videos of a woman under her skirt.  I just am amazed at the things people do not to mention in public.

I don't understand how this can be done without somebody seeing what's going on unless they're in a dense crowd, not the usual at Target.  Be aware of your surroundings.  We hear that over and over.

When one of my daughters was in jr high, she was in Target with me and I caught a man prob in this forties videoing her as we walked down an aisle. He saw me and I headed towards him fast and he took off out the front door. It isn't against the law. My daughter was creeped out. I was livid. It was winter and she had on jeans and a big puffy jacket; she was not inviting attention. I wish her dad had been there.....sadly, what's immoral and disgusting isn't necessarily illegal.

I don't think living in a small town is relevant to this at all.  Perverts are everywhere even in small towns.  It's called upskirting.  It's a serious crime in England.
