That's a blanket statement lumping everyone together, which I don't think is fair. And as someone else said, it may not be only young students who would have this opportunity if it's open to adults who may be out of a job and need some additional education, training or retraining. I also think a lot of kids would be so thankful for the opportunity to even get some advanced education, they would work even harder.

So let's eliminate public grades K-12 too.
