Fostoria Question?

I brought home some old Fostoria pieces from visit to Texas this summer that have been in my family for well over 50 years, maybe 60+ years . . . and one is the square cake pedestal stand and it has the "rum well". Can anyone tell me why or what for and how it was utilized?
